How the scam works:

You feel you've gotten all you can out of your present job and think a change would be beneficial. You begin looking for options online, keeping an eye on Monster.ca, Workopolis, Craigslist and any other job board you can think of.

You aren't in a real hurry to find a new job, so you can hold off for something really great. One day, while looking for a new opportunity, an Internet ad catches your eye. It's a company assuring it will do the monitoring for you and let you know if there's a job that fits your profile. There are some legimitate businesses that do this, but you have to be aware of the bogus ones, which pretend to be real.

Providing them with all the necessary information, including a fee of $20 a month, they monitor every major job bank and keep you posted on the best ones in your field. This would be great--if they were actually looking out for you. Instead, they're collecting your $20 for no work.

To keep you from questioning their "business", they might send you occasional jobs that are either across the country or not at all what you're looking for. Not only that, when you do decide to cancel, they won't make it easy for you.

How to avoid:

If you want the perfect job, find it yourself or hire reputable companies to do it for you. Look for credentials online, talk to past clients, and research the company name and reputation - the Internet makes it easy now. Join employment forums in your area and research what members say about the company. There is some great help online - take advantage of it!
